2025 Ballot Issue Election Timeline

This timeline includes critical dates for school election officials for the November 4, 2025 election. It does not contain all the steps in the election process because the county clerk and recorder will conduct most of the election procedures.

Invitation to charter schools

A school district that is considering submitting a ballot question to contract bonded indebtedness or authorize additional local revenues shall invite charter school(s) chartered by the district to participate in discussions regarding the possible submission of such a question at the earliest possible time, but no later than June 1 of the applicable election year. C.R.S. §§ 22-30.5-118(4); 22-30.5-404(1)(c).

July 2025

July 7, 2025

 

(60 days before the date when districts must certify ballot questions to the county clerk)

Notification to charter schools

Where a charter school has sought to have its operating revenue or capital construction needs included as part of a ballot question or to have electors approve additional local revenues for the charter school, the board of education must notify its charter school(s) in writing whether the school district has prioritized the charter school(s)’ request for inclusion in a ballot question at the upcoming election. If the request is not prioritized, the notice must include a statement specifying the reasons. C.R.S. §§ 22-30.5-118(6)(b); 22-30.5-404(4)(a)(IV)

July 25, 2025*

 

(100 days before the election)

Notification to the county clerk

Notify the county clerk in writing by this date that the school district will participate in the coordinated election. The board must take formal action prior to this date to participate in the coordinated election and to designate an election official. C.R.S. §§ 1-1-104(8); 1-1-106(5); 1-7-116(5).

August 2025

August 26, 2025 (70 days before the election)

Intergovernmental agreement

Last day for the school district to sign an intergovernmental agreement with the county clerk to conduct the election in each county in which the school district is located. C.R.S. §§ 1-7-116(2); 22-31-103(2).

September 2025

September 5, 2025 (60 days before the election)

Certify ballot content

Last day for the designated election official to certify the content of the ballot to the county clerk. The ballot content shall include the name and office of each candidate and any ballot issue(s) to be voted on.  C.R.S. § 1-5-203(3)(a); 8 CCR 1505-1 Rule 4.5.

 

 

September 19, 2025* (by noon on the Friday before the 45th day before the election; no later than 44 days before the election*)

Referred measures - TABOR written comments

Last day to file written comments for and against (pro and con) the ballot issue with the designated election official in order to be included in the issue mailing (must be filed by noon). If no comments are filed in opposition to or in support of a ballot issue, the designated election official shall not prepare any summaries and shall state substantially the following in the ballot issue notice where the summary or summaries would appear: “No comments were filed by the constitutional deadline.” Colo. Const., art. X, § 20(3)(b)(v); C.R.S. §§ 1-7-901(4); 1-7-903(4).

 

Initiated measures - summary of favorable comments

Last day for petition representatives to submit the summary of favorable comments about the petition to the designated election official. If the petition representatives do not file a summary by this date, the designated election official shall print in the issue mailing where the summary would have appeared: “No summary was filed by the statutory deadline.” C.R.S. § 1-7-903(3).

September 22, 2025

 

(43 days before the election)

Transmit TABOR notice to the county clerk

Last day for the designated election official to deliver the full text of any required ballot issue notices, including summaries for and against the proposal, to the county clerk. Colo. Const., art. X, § 20(3)(b); C.R.S. 1-7-904.

October 2025

October 3, 2025(30 days before the election)

TABOR notice mailed

Last day to mail a ballot issue notice packet, required by TABOR, to each address of one or more active registered voters who reside in the county in accordance with the intergovernmental agreement. Colo. Const., art. X, § 20(3)(b); C.R.S. §§ 1-1-106(5); 1-7-116(3); 1-7-906.

October 10, 2025 (25 days before the election)

Withdraw ballot issues

Last day for a school board by resolution to withdraw one or more ballot issues from the ballot. C.R.S. § 1-5-208(2).

October 15, 2025 (20 days before the election)

Post notice of the district’s financial condition

Last day for a school district submitting a ballot issue concerning creation of debt or other financial obligation to post notice on the district’s website regarding the district’s financial condition. If the district does not have a website, the required information shall be posted in the district’s administrative office. C.R.S. § 1-7-908(1).

 

Election Notice

Last day for the designated election official or coordinated election official to publish notice of election in newspaper and mail a copy of notice to county clerks of counties where the school district is located. C.R.S. §§ 1-5-205(1), (2). Election Notice must include the date of the election, and polling location/drop-off location addresses/hours of operation. C.R.S. §§ 1-5-205(1).  Publication of an election notice by the county clerk satisfies this requirement. C.R.S. § 1-5-205(1.4). Sample ballots may be used if they contain all the information. C.R.S. § 1-5-205(1.3).

October 24, 2025* (10 days before the election)

Post Copy of Election Notice

Last day for the designated election official to post a copy of the election notice in a “conspicuous place in the office of the designated election official,” (or the office of the clerk and recorder if coordinated by the clerk and recorder). C.R.S. § 1-5-205(1.3). The Election Notice must remain posted until two days after the election.

November 2025

November 4, 2025

ELECTION DAY

Polls open at 7 a.m. and remain open until 7 p.m., or until every eligible elector who was at the polling location or drop box location at or before 7 p.m. has been allowed to vote. C.R.S. § 1-7-101. An eligible elector may apply for a replacement ballot if: a) the elector or their family member is confined in a hospital or place of residence; b) the elector is a member of a religion that forbids secular activity on election day; c) the elector is employed as a first responder, member of law enforcement, or healthcare worker and is unable to leave work; d) recent emergency conditions make the elector unable to vote in person. Requests for a replacement ballot must be submitted with a written statement before 5 p.m. on Election Day; the replacement ballot must be returned by 7 p.m. on Election Day. C.R.S. § 1-7.5-115.

November 18, 2025 (10 business days after the election)

Ballot issue reporting

Send a copy of the ballot marked “sample” to the Public School Finance Unit of the Colorado Department of Education with the number of votes cast for and against the question. 1 CCR 301-39, Rule 12.01.
