CASB believes that quality public education is the foundation for our nation’s economic prosperity, community’s quality of life,
and every child’s opportunity to live their best life. The following are current events and opportunities for our members:

CASB is looking forward to a change in format for the regional meetings next fall, and we hope that board members will find the new format engaging. CASB has traditionally offered regional meetings at twelve different locations throughout the state and tried—many times unsuccessfully—to find a date that did not conflict with school board meetings in each region. CASB members also told us that they want board professional development that provides more in-depth content and more opportunity for conversation with peers. Next fall we will offer sessions on three Saturdays in six different locations and provide an extended period of time for deeper content and meaningful discussion.
The topics will vary by region, but they all focus on students and how school board members can govern effectively to support the students in their districts. Registration will be opening soon, but we wanted you to have a sneak peek of the topics and locations, so you can start planning for the fall. We will be providing lunch, so there will be a minimal cost for attendance. Here are the locations, dates, topics, and presenters that have been confirmed:

Learn the ins and outs of public comment during school board meetings, as well as what constitutes public comment when it comes to social media use by school board members. Rachel Amspoker, CASB Staff Attorney, and Sonja McKenzie, Cherry Creek School District Chief Counsel, share the details involved in public comment and best practices that you will want to hear and put into practice.

- CASB offers a comprehensive resolutions-drafting service, aimed at assisting a board and staff in formulating well-crafted and effective resolutions in a timely manner. Resolutions may adopt new procedures for the board, recognize a special event, honor members of the community, implement board member compensation, and more. There will be an initial flat-fee rate of ($150), which covers the first three hours of work. If the work goes beyond three hours, each additional hour will be $25/hour. - Legislative Wrap-Up
- The 2024 Colorado General Assembly approved numerous bills that will impact the work of CASB members. Join members of the CASB Legal, Policy and Advocacy staff as we breakdown the final work of lawmakers. The online meeting will be recorded. There is no charge to attend however we do ask you to register in advance.

- Colorado caselaw update
- People in Int. of J.G. - A recent Colorado Supreme Court ruling held that a school may conduct a search of a student on school grounds, in accordance with the student’s individual weapons-related safety plan, without violating the student’s Fourth Amendment right to be free of unreasonable searches and seizures. This ruling is helpful to districts in their efforts to keep schools safe through the use of safety plans, and provides clarity regarding the types of searches districts can conduct. - Title IX Regulations released by U.S. Department of Education
- The final Title IX regulations were released last month, and CASB is beginning work to update sample policies to reflect the changes. The rules must be implemented by August 1, 2024. The unofficial version of the final regulations is available here. In addition, the Department has released a fact sheet, a summary of the major provisions of the final regulations, and a resource for drafting Title IX nondiscrimination policies, notices of nondiscrimination, and grievance procedures.

- NEW! CCDF State Plan Draft
- The Colorado Department of Early Childhood is seeking stakeholder input on the new draft Child Care and Development Fund Plan for 2025-2027. The Plan explains how the state invests federal CCDF funds to expand access to high-quality child care for working families.
- CDEC is making the draft Plan available to gather feedback and input in developing the Plan, which will guide Colorado’s work for the next several years and beyond. You can find a draft copy of the Plan HERE and we have created a slide deck to provide a high level overview of the Plan.

- NEW! Help the State Understand School Bus Fleet Needs
- With all the federal and state funding opportunities available for electric buses, the state is interested in better understanding the bus fleet and transportation needs of school districts to be able to provide free help with future fleet planning and grant funding opportunities. We are asking school districts and/or transportation coordinators to complete a brief, 10-question survey to help us design our support. The 2024 EPA E-bus funding opportunity is open now, so let us know if you want free grant writing support for this opportunity. The survey should take approximately 5 minutes and will be open through May 24th, 2024.

- The U.S. Department of Education is pleased to announce the FY 2024 Education Innovation and Research (EIR) Grant Competitions. Evidence-based projects that include STEM, social emotional learning, educator recruitment/retention, and other field-initiated innovations are welcome.
